The strangest thing is getting two RTC signals, when no RTC power present.
I bet you didn't make good contact, or didn't test in correct point.
PPVRTC_G3H_PCH and PPVRTC_G3H are not the same in your schematic?

there is an orange light, the battery is charging. 1.57 amps, but the PP5V_S3_REG voltage comes and goes. After 5 volts, the zero fan turns and stops.

Try starting in SMC bypass mode.

Is the board power cycling, or fan tries to spin one time only?

Before bypassing the fan was spinning slowly and stopping. When bypassing, the fan keeps spinning at full speed and repeats the same thing over and over.

Check which voltages appear on the board, when fan spins.

P5VS3_EN_L : no volts when the fan turns 3.4 volts when stopped

PP3V3_S3_P3V3ENETFET : 3.2 volt and zero repeats
P3V3ENET_SS : 1 volt and zero repeats

Check for voltage on the big coils too.
Also check power rails from pages 71 & 72.
Check diode mode to ground att any rail which doesn't get voltage pulse.
