Imposible to get USB activity, if no CPU core voltage present!
Do not confuse between USB power and activity.

So you get voltage at L7210/20 with battery alone, but no voltage with charger only?

That is very strange, because there should be no voltage with battery alone, untill press the power button.

There is something strange, please check again L7210/20 voltage:
- with charger alone; not pulsing in first seconds?
- with battery alone; do not press power button.
- with charger and battery, both present.
CPU core voltage should not appear on battery alone, before pressing power button.

So no steady 1.8V at L7210/20 in any case?
Board should start with aprox 1V and drops to 0.6V when boots.
Is there cycling pulse?

Did you try to start in SMC bypass mode?
