I put it back together and it works fine. The touchbar cable had a small amount of corrosion and the screen sleep sensor was badly corroded. I cleaned both. The touchbar works fine, but the sleep sensor cable is damaged.

It endlessly loads Catalina. Usb C key connected directly. That is without the SSD attached. With the SSD it still loads into the OS but appears purple sometimes. Still sluggish.

I was getting different readings due to my power tester. Sometimes when I unplug from the board and reinsert the tester will say 20v but amperage was 50mA (which I did not see). Power cycling the tester brings it back to 200mA. Apologies.
