ok upon checking the clock chip i get power to pins 2 and 13 correctly, but pins 5,6 only get power for a second as the fan spins up. thoes come from the PP3V3_ENET ive searched all the way up to Q7922 and the signal starts for one sec then dies

was slightly waterdamaged, replaced parts r3880, r3881, c3880, r5079, c4905, r5413 as all of them were looking pretty bad with only one side being still attached. went from no fan spin to quarter spin. nothing else looks damaged. what causes a quarter fan spin?
