Indeed it is the PCH portion that is getting warm. Is there a separate VCCRTC? PPVRTC is 16K Ohms to Ground... VCCRTC is within and I cant test it... However ppvrtc connects directly to it.

Have a 3662 board with no corrosion, but appears to have no life... However, when im testing around, the CPU gets slightly warm which means its at least getting power. PPBUS_G3H is reading at .5V-.6V. sort of weird. Ideas?
