everything disconnected, only charger, green light goes to orange and cooler don't start spinning. PPBUS_G3H is 8.6v, SMC_ONOFF_L is 3.4v. short to ground SMC_ONOFF_L but nothing happens.

yes, it was... but it had lot corrosion on logic board, during repair process it was ultrasonically cleaned. so finally charging solved with IO. but no issue with powering on.
