It wasn't shorted out, but had a bit of corrosion around it. Water must have sat on it for a bit. The edges of the pads that are exposed ( the three connected together) were gone, so I pulled it to make sure there was something under it still and replaced it while it was off. Is that 25mhz...

Yes, CPU vcore is coming up with fan spin. Then cuts out. And repeats indefinitely no corrosion near SMC.
