Motherboard 820-01949-07 stuck at 5v - 0.03A(3ports) after water damage, 1 port doesn't power up. CD3217B12 were taken from a donor goal: get user data Please advise.

We decided to change CD3217B12 chips as 2 of them was looping. We soldered 2 new chips and now all ports showing 5v 0.03amps. How I can check if these chips are working? or how to proceed further to investigate the cause/ other areas with damages? Thank you.

We can enter DFU mode, but Apple Configurator reviving stuck for about 10 minutes and then shows an error. screenshots attached

according my experience, if the board is in DFU mode, when you connect it to another Mac with apple configuration2 , it detects and shows it on the screen. Also the GPU and CPU area should be getting warm I think. Can you confirm this? But when we connect, it does not detect it in DFU mode...
