I will try another charger as well. Why did you ask to check pulse at pin 4 of both U2650/60? How did you choose to look at that location. Is it because it is getting inputs from so many the PWRGD lines ?

I have a green light but if you look very close it appears to be flickering ever so slightly and the fan is ticking like it wants to start but is not getting regular power.
