I don't suspect 3V8_AON spike, as you didn't replace anything from its power supply. Possibly damage caused by corrosion. If 3V8_AON is stable now, check U8100's LDOs.

Do you have short to ground on that line? Try to clean the hole, without damaging inside layers; may be impossible...

What is PMU_ONOFF_L voltage (without pressing the switch)?

So the board doesn't really boot. You can try known good BIOS; make backup first.

Are you sure no traces damaged in that hole?

Disconnect Touch ID and use a switch soldered to PMU_ONOFF_L.

Just in case, check at LP800 too. If no low readings on secondary coils, then is safe to inject voltage on PPBUS_AON. As always start with just 1V, increasing slowly and looking at the board with thermal camera. Set amp limit to 3A, should be sufficient; also remove CPU heatsink. 0.012 is not...
